This position is responsible to provide technical assistance and consultation on sexually transmitted disease (STD) management and prevention to local health departments, private providers, and community based organizations. Maintains contact with local county health department STD personnel regarding quality assurance, provision of care, as well as the status and closure of all cases of gonorrhea, chlamydia and syphilis. Supervises subordinate staff and collaborates with Bureau of Epidemiology staff on STDs in the statewide database to ensure the database is up-to-date and reports are being entered accurately. Conducts STD educational presentations to schools, youth and adult corrections/detention centers, substance abuse treatment facilities, and other groups/settings as requested. Ensures the completion of STD program narratives and grants.

SLCHD - "We Were Here"


This year, Salt Lake County Health Department, University of Utah, and Salt Lake County Library Services are partnering to commemorate World AIDS Day, which is December 1, by offering three free screenings of the acclaimed documentary We Were Here.

The film, which appeared at both the Sundance and Berlin Film Festivals, illuminates the profound personal and community issues raised by the AIDS epidemic as well as the broad political and social upheavals it unleashed. It provides insight into what society could, and should, offer its citizens in the way of medical care, social services, and community support. The New York Times called We Were Here “heartbreaking and inspiring.”

The screenings will be held:

JOB SUMMARY:  Under the general guidance and direction of the Director of Family Health Services, performs administrative and technical duties in developing and implementing the Epidemiology Program for the Davis County Health Department.

EXAMPLE OF DUTIES (Any one position does not include all of the duties listed; nor do the listed examples include all duties which may be found in positions of this class).  Assists in developing appropriate policies, procedures, and guidelines for the control of communicable disease.  Develops, assesses and maintains a communicable disease monitoring system for Davis County.  Recommends and prepares appropriate response to television, radio and newspaper inquiries on epidemiological studies and disease outbreaks and control.  Communicates and reviews appropriate response with Risk Communicator/Public Information Officer (PIO).  Prepares reports and publications.  Consults with outside agencies (i.e., USDA, Utah Department of Agriculture, Utah Department of Health, Utah Office of Education, Center for Disease Control (CDC), local school districts and city councils) on disease or situations with public health implications.  Participates in efforts for Bioterrorism Preparedness.  Coordinates and monitors epidemiological investigations.  Acts as a consultant on epidemiological issues for all programs within the Department; serves as a statistical and epidemiology resource person for the Department.  Participates in and performs follow-up on outbreaks involving commercial food products, county disease control activities and zoonosis control.  Organizes and directs efforts to assess complaints and/or allegations of illnesses possibly associated with hazardous environmental or occupation exposures, adverse health conditions and chronic disease.  Consults with the Environmental Health Division.  Assists in the coordination of study teams and delegation of team responsibilities.  Designs and implements tools for collecting data related to reoccurring complaints of environmental and personal health hazards (defining the problem, developing a questionnaire, administering the analytical tools and the study research design).  Analyzes and summarizes data obtained from epidemiological investigations and develop conclusions and recommendations for appropriate treatment, health care action or policy.  Determines prevalence and incidence of disease and/or adverse health conditions.  Designs and implements a passive/active communicable disease surveillance system.  Determines when and if appropriate to initiate surveillance of new disease syndrome.  Ensures all active and passive surveillance systems are maintained, complete and accurate.  Submits all surveillance reports to the State Health Department and CDC as required.   Conducts sexually transmitted disease (STD) epidemiological studies and assists other researchers with STD data.  Consults with physicians, hospital personnel, State Health Department and other local health departments on public health priorities, i.e. botulism, meningitis, and rabies.   Provides education to health care workers, day care centers, hospitals and nursing homes regarding environmental hazards, communicable and chronic diseases.  Serves as the Department’s consultant to group facilities to insure optimum health practices and to decrease communicable, chronic and environmentally related diseases.  Assures STD program activities comply with County and State regulations, and administrative procedures.  Evaluates STD program outcomes, review morbidity and mortality data, and plan projects to meet changing demands.  Participates in program planning on Bureau and Division levels.  Prepares grants, narratives and publications to obtain funding and inform the community of STD morbidity.  Assists in the distribution of the epidemiological investigation workload and adjusting as necessary.  Provides quality control of investigations by conducting audits of investigational tools, adhering to established protocols and evaluation guidelines.  Communicates all pertinent information to Bureau Manager.  Communicates epidemiological information obtained or developed by program staff to the Utah Department of Health as required by State statutes.  Maintains files of information obtained or developed by staff to build a database on environmental and communicable disease control as a reference for future use.  Operates a motor vehicle in a safe manner and in compliance with all Utah laws and regulations.  Performs other duties as assigned.


MINIMUM QUALIFICATIONS:  Graduation from an accredited college or university with a Bachelor’s degree in Epidemiology,
Public or Environmental Health, Nursing, Infomatics, or a related degree, plus three (3) years of full-time public health
experience in epidemiology, disease surveillance, biostatistics, or a closely related field.  An acceptable combination of
education and experience may be considered.  A Master’s degree in a closely related field may be substituted for one year of
experience.  Preference given for Master’s degree in Public Health. 

SPECIAL QUALIFICATIONSEmployees driving a personal vehicle while on county business must maintain the minimum vehicle liability insurance as specified in the Utah Code.  Must possess a valid Utah Driver’s License. Must pass a Bureau of Criminal Identification (BCI) and National Crime Information Center (NCIC) background investigation.  Provide personal transportation for on-the-job travel.

The Global Health Fellows Program (GHFP-II) is a five year cooperative agreement implemented and managed by the Public Health Institute in partnership with CDC Development Solutions and Management Systems International. GHFP-II is supported by the US Agency for International Development (USAID).

GHFP-II's goal is to improve the effectiveness of USAID health programs by addressing the Agency's immediate and emerging human capacity needs. The program seeks to accomplish this goal first through the recruitment, placement and support of diverse health professionals at the junior, mid and senior levels. These program participants include fellows, interns, corporate volunteers and Foreign Service National professionals. The program then provides substantial performance management and career development support to participants, including annual working planning assistance, and ensures that professional development opportunities are available.

Looking to the future, GHFP-II also seeks to establish a pool of highly-qualified global health professionals that will ensure the Agency's ongoing technical leadership and effectiveness. This objective is supported by an extensive outreach program that brings global health opportunities and specialized career advice to a diverse range of interested individuals, with a particular focus on those underrepresented in the field of global health.  

BACKGROUND:
The Office of HIV/AIDS (OHA), within USAID's Bureau for Global Health (GH), is the focus of HIV/AIDS technical leadership for the Agency and has primary responsibility for leading the Agency's efforts within President's Emergency Plan for AIDS Relief (PEPFAR), a $48 billion multifaceted approach to combating the disease in more than 120 countries around the world. In cooperation with the US Department of State's Office of the US Global AIDS Coordinator, other US Government (USG) partners, international organizations, and nongovernmental organizations, USAID provides global technical leadership on the full range of issues related to HIV/AIDS prevention, care, and treatment; manages numerous research and field support programs; and monitors the impact of the Agency's HIV/AIDS programs. In this endeavor, USAID works very closely with a range of USG agencies involved in the fight against AIDS, such as the US Centers for Disease Control and Prevention, Department of Defense, and Peace Corps. INTRODUCTION:
The HIV/AIDS Research Intern will be assigned to the Technical Leadership and Research Division (TLR) within OHA. TLR provides technical and programmatic expertise to help the Agency and its missions to develop programs that respond to USG, USAID, and Congressional policy and budget priorities as well as incorporate innovations, best practices, and lessons learned.

The intern will work primarily on TLR's Research and Evaluation Team, which includes operations research and evaluation on HIV/ AIDS prevention, care, support and treatment as well as microbicides. The intern may also carry out other Bureau-wide duties and participate in collaborative research with other analysts in the Bureau. S/he will work closely with appropriate members of TLR's staff and with a Public Health Advisor as his/her onsite manager.

LEARNING OBJECTIVE:
Gain a greater understanding of the critical relationship of research and evaluation to USAID and PEPFAR programming in the HIV/AIDS sector.

ROLES & RESPONSIBILITIES:
  • Support research projects managed by the Research Team, including coordinating technical reviews of reports and deliverables, taking meeting minutes and providing assistance with project management.
  • Conduct literature reviews as needed.
  • Assist in planning and implementation of research activities for OHA.
  • Attend program-related events within and outside USAID as requested.
  • Other tasks or responsibilities may be assigned based on organization and programming need, and the Intern's specific learning interests.
QUALIFICATIONS:
  • Enrolled in, or a *recent graduate of, a bachelors program in public health, international development, or a related field.
  • Demonstrated interest in and commitment to public health, international development, or a related field.
  • Strong writing, organizational, and analytic skills.
  • US citizenship required.
* 'Recent graduate' is defined as obtaining his/her degree no more than one year prior to the internship anticipated start time.
